NSCMH Takes the Beaten Track to Reach New Grounds: NSCMH has a long history dating back from 1932 when it was first established as the NS Chinese Maternity Hospital. Its location then was at No. 6 Lemon Street, Seremban. With the support of public funds, under the management of a Colonial Govt. officer and 5 Chinese representatives, it provided maternity services to the local community. Subsequently, this non-profit hospital was relocated to Jalan Templer, Seremban (now renamed Jalan Tun Dr. Ismail) when it was awarded 5 acres of govt. land. Its official opening at the new site was on 19 Aug 1935. A double-storey building, Block A, now renamed Blok Aw Boon Haw and Aw Boon Par, was built through the benevolence of 2 philanthropist brothers from Singapore, Mr. Aw Boon Haw and Mr. Aw Boon Par, who contributed RM17,000. The generosity of the public also helped to purchase furniture as well a medical and surgical supplies and much-needed equipment. In its endeavours to provide essential services to the public at very nominal rates, the hospital suffered financial difficulties. This problem was eased by local doctors who provided medical services on a voluntary basis. However, there were still many challenges faced due to constraints like shortage of medical expertise, staff & equipment. Recognizing a need for reorganization & to relook its role in society, the hospital management embarked on plans to transform the hospital into a Medical Centre, instead of limiting its services to maternity support. In 1980, NSCMH Medical Centre became a reality, with 50 beds, increasing to 75 bed within 6 years. However, with the emergence of 3 private profit-making hospitals, the hospital suffered a setback in revenue and ran into losses. Nevertheless, its outpatient clinic charging a mere RM15 for poor patients which includes consultation with a family physician plus 5-days basic medication has never been discontinued. On 16 Nov 2006, a new President, Dato' Nellie S. L. Tan-Wong, took over the helm of the hospital, together with a new Management Committee. A redevelopment plan & fundraising campaign were launched. The substantial funds raised by the new committee were used to purchase new medical equipment including a CT Scan & an MRI & a mobile van & 2 ambulances, construct a modern Labour Ward, Specialist Clinics, a Physiotherapy Centre with state-of-the-art German Physio equipment, a contemporary Imaging Dept. & an extra floor at Block B, renamed Puan Sri Datin Alice Lee Block for a Geriatrics Ward, a Training Hall, Administration Dept., Conference Room & President's Room. It also initiated the operation of Evening Specialist Clinics at Block C, now renamed Blok Tan Lam Hui, a Traditional & Complementary Medicine Centre including a Traditional Chinese Medicine Clinic, operated by INTI International University College & other operators of an Ayurvedic Traditional Centre & an Ozone cum Chelation Centre. A Dialysis Centre will be soon constructed with a capacity of 26 machines. An NSCMH Youth Support Group was also formed to provide Red Crescent youth members with home nursing training. Besides, the hospital now provides training placements for nursing students from the Nilai International University College. The hospital has also initiated Medical Tourism with a number of towns in Sumatra & Jakarta City. There will also be an MOU signing with the Berjaya College of Nursing and the International Medical University. This is a powerpoint presentation recorded for my lecture on the roles of the health department during disasters. The pictures on the background was Olongapo City and DOH Region III responding to the Olongapo Leptospirosis Incident of 2013. There are a lot of textbooks on health emergency programs, one such that I would recommend is: bit.ly/HETextbook This video was done as a refresher or as a re-echo to the City Health Department about what HEMS is and what the health emergency management is all about. Unfortunately it did not see much air time as the department saw it fit to have a different presentation. I uploaded it on Youtube for everybody to see critique and discuss the health emergency management for health department responses during disasters. There’s no better way to improve your campus’ emergency preparedness than to use realistic scenarios to test how your staff, teachers, faculty, administrators and clinicians will respond. Because of this, Campus Safety magazine has partnered with Safe Havens International to provide you with five audios that briefly describe emergencies that can occur on any type of campus, including a university, hospital or K-12 school. The scenarios cover medical emergencies, weapons, lockdowns, emergency notification and more. In this video, Safe Havens Executive Director Mike Dorn describes how campus public safety, emergency management and administrators can use these audios in their own staff, teacher, faculty and clinician training programs. They can also be used in discussions with top administrators and the C suite to garner more support for campus public safety, emergency management, security and technology.

Welcome to the first of WREMO's online Emergency Management and Community Resilience presentations. In the near future, we will offer a range of presentations on a variety of topics relevant to this sector. In this episode, listen to Professor Daniel Aldrich discuss the findings from him book -- Building Resilience: Social Capital in Post-Disaster Recovery. A description of his book is included below. This presentation was a joint collaboration between Massey University's Joint Centre for Disaster Research and Victoria University's School of Economics. -- About Building Resilience: Social Capital in Post-Disaster Recovery Each year, natural disasters threaten the strength and stability of communities worldwide. Yet responses to the challenges of recovery vary greatly and in ways that aren't explained by the magnitude of the catastrophe or the amount of aid provided by national governments or the international community. The difference between resilience and disrepair, as Daniel P. Aldrich shows, lies in the depth of communities' social capital. Building Resilience highlights the critical role of social capital in the ability of a community to withstand disaster and rebuild both the infrastructure and the ties that are at the foundation of any community. Aldrich examines the post-disaster responses of four distinct communities—Tokyo following the 1923 earthquake, Kobe after the 1995 earthquake, Tamil Nadu after the 2004 Indian Ocean Tsunami, and New Orleans post-Katrina—and finds that those with robust social networks were better able to coordinate recovery. In addition to quickly disseminating information and financial and physical assistance, communities with an abundance of social capital were able to minimize the migration of people and valuable resources out of the area. With governments increasingly overstretched and natural disasters likely to increase in frequency and intensity, a thorough understanding of what contributes to efficient reconstruction is more important than ever. Building Resilience underscores a critical component of an effective response. -- About Daniel Aldrich Daniel Aldrich was born in upstate New York and spent his childhood (and much of his adult life) traveling and living abroad. While living in Tokyo, he began to wonder how Japan - the only country to suffer the effects of atomic weaponry - could have built up such an advanced, commercial nuclear power program. After spending nearly two years carrying out research in rural communities in Japan and France, interviewing more than 100 citizens, bureaucrats, and activists, and summarizing nearly 800 existing studies of the subject, he wrote up his observations in the book SITE FIGHTS: Divisive Facilities and Civil Society in Japan and the West. Daniel completed his PhD in Political Science from Harvard University in 2005 where he was to begin his assistant professorship at Tulane University in New Orleans. That same year, he and his family had their home, car, and all of their material possessions in New Orleans destroyed by Hurricane Katrina. He soon began studying what makes communities and neighborhoods more resilient through more than a year of research in Japan, India, and the Gulf Coast of the United States. He published BUILDING RESILIENCE: Social Capital in Post-Disaster Recovery to share these insights on the role of friends, neighbors, and social resources after crisis. Daniel is an associate professor of political science at Purdue University who is on leave as a Fulbright research fellow at the University of Tokyo's Economics Department for the academic year 2012-2013 and who was an American Association for the Advancement of Science fellow at USAID during the 2011-2012 academic year.
