Describing J&K as one of the Disaster vulnerable places in South Asia, Minister for Revenue Relief, Rehabilitation, Reconstruction and Disaster Management Abdul Rehman Veeri today said that for the first time in the history of J&K, State Disaster Mitigation Fund worth Rs 25 crore has been created for mitigation of Disaster. The Minister said that it is almost impossible to prevent disasters, but it the job of the Government to create resources for the mitigation of disasters. He said that Flood mitigation, preparedness and response plan shall be prepared on scientific lines, inter alia, including traditional methods of watch and ward, and effective community participation. The Minister appreciated the role of health Department in formulating the disaster response protocol at district level. The Minister said that it is important to have the inventory of medical resources at district level besides important medicines and machines should be kept on the first floor of the hospital. Veeri also asked the Divisional Commissioners of Kashmir and Jammu to direct all the Tehsildars to identify the boats, boatmen, high rise buildings, Tractors, tippers, JCBs and other material i their jurisdiction which can be used in any eventuality and submit the report within 15 days. Citing the example of Uttarakhand where helipads were constructed in every area after 2013 Floods to facilitate food material and deployment of rescue forces, Revenue Minister also asked the Divisional Commissioners to identify land for helipads in every area at vintage points which can be specially meant for usage in disasters. Veeri also asked the FCS&PD Department to identify land and build new godowns at Vintage points in all areas besides making existing ones disaster resilient. He also stressed on further undertaking community based disaster preparedness activities by involving management committees of local mosques, Gurdawaras, Temples and Churches etc and training of local volunteers. Regarding the construction of central Emergency Operation Center (EOC), Minister asked the officials to fast track its construction with all the facilities and communication facilities required in a disaster. Stressing on the role of Communication, Veeri asked the Home Department to take up the matter of satellite linking of the cellular telephone towers to ensure uninterrupted communication during any disaster besides procurement of satellite phones and wireless sets for SDMA. Revenue Minister also asked the Department of Metrology to install two more Doplar radars at Gulmarg and Banihal within 15 days. Minister also impressed on strict implementation of school safety policy 2016 and disaster resistant construction of schools. Hello everybody and welcome back to the Everything Ham Radio Podcast! In this episode we are going to be talking about the Amateur Radio Emergency Services(ARES), we talk about the Bridgeland Amateur Radio Club in Logan, UT in our amateur radio club spotlight, we talk about some upcoming events/contests and Hamfests for the next two weeks and wrap it up with some news from around the hobby! Tech Corner - Amateur Radio Emergency Services(ARES) What is ARES? ARES is an organization started by the ARRL that consists of licensed amateurs who have voluntarily registered their qualifications and equipment for communications duty when disaster strikes. Every licensed amateur is eligible to apply for ARES membership. ARES is broken down into four levels: national, section, district and local. The national level emergency coordination is handled at the ARRL headquarters by the ARRL Field Services and Field Sport Manager or his/her designee. They are responsible for advising all ARES officials regarding their problems, maintaining contact with federal government and other national officials concerned with amateur emergency communications potential, and in general carrying out the ARRL’s policies regarding emergency communications. At the section level, the section emergency coordinator is an assistant to the section manager for emergency preparedness. The SEC is appointed by the section manager to handle all things dealing with emergency communications. Part of the SEC’s job is to support and help grow their sections participation in ARES functions. They are the person that is responsible for collecting all the district activity reports and making a consolidated report to the section manager and ARRL headquarters. They are also responsible to maintain a good work relationship with state and local governments, civil preparedness, Federal Emergency Management agencies, the Salvation Army, MWS, etc. In large sections, the SEC has the option of breaking down the geographical area in smaller, more management areas or districts. If this is done, the SEC would make recommendations for a district emergency coordinator. This person would be a go between between the local and section levels with much of the same duties as the SEC has but on a smaller scale. Lastly, we come to the local level. Each local area will have their own Emergency Coordinator that is appointed by the SEC. The local level EC is the most hands on of all the levels and is responsible for more as well. Parts of the local EC’s responsibilities are; Promoting and enhancing the activities of the ARES for the benefit of the public. Manage and coordinate training, organization, and emergency preparedness of interested amateurs in the area. Establish and maintain a good working relationship with local and state government officials. Develop detailed local operational plans with served agencies and partners in their jurisdiction. Establish a local communications network Establish an emergency communications plans And more… Training The majority of the training that you will receive when you join your local ARES team will be done at meetings and on the air during nets. However, there are a few things that you can take as well and depending on your local ARES group some may be required as well. If you are a good multitasker and you do good under stress, you should volunteer to be net control. If you are a good organizer, maybe you can help with the emergency planning before a disaster hits, or help design a drill. Even though our main responsibility with ARES and as a ham in general is communictions, there is so much more that goes on, make sure you let your local EC know what you are good at, what you like to do, or what you would like to learn to do so that they know and can assign you to what you are good at or get you training before a disaster hits so that you can do what you like to do. Considering it is located near the last remaining Russian nuclear labs, Yamantau mountain may serve as testing ground for advanced weaponry and defense systems. 3. Porton Down LOCATION - Wiltshire, ENGLAND WHAT WE KNOW : Porton Down is considered a U.K. Government Military Science Park, whatever that means. The Defence Science and Technology Laboratory is located there and the Porton Down is very close to another facility known as the Chemical Biological Radiological Nuclear Training Facility. Ex-service men were awarded monetary compensations in regards to the human testing that was done at the facility during 50’s. They were given large doses of LSD on multiple occasions without consenting to the experiment. The complex has its own power plant, heating and cooling system and water supply. It runs at a 99.999 degree of reliability, and the deeper parts of the site are protected by 25 ton “blast doors” that can withstand a 30 megaton nuclear explosion within 1.2 miles. All the funds donated to this program go into housing subsidies that are matched two to one by participating congregations and local government. MANILA, July 12 --The South Korean government, through the Korea International Cooperation Agency (KOICA), is extending USD6.6 million or about P330 million grant in aid to the Philippines to beef up the criminal investigation capability of the Philippine National Police (PNP). Ambassador of the Republic of Korea to the Philippines Kim Jae-Shin and Department of Interior and Local Government (DILG) officer-in-charge Catalino Cuy led the signing of the records of discussions Wednesday. PNP chief Director General Ronald M. Dela Rosa also graced the signing event and expressed his heartfelt gratitude to KOICA officials during the presentation of token. This is the first cooperative project between the Republic of Korea and the Philippines. It will be implemented until 2020. The DILG and PNP will coordinate with KOICA and Korean National Police Agency (KNPA).about the project. KOICA Philippines Project Director Shin Myung Seop said the project would allow the Korean Government to provide 130 patrol vehicles, 142 motorbikes, and 120 investigation kits to police offices in Metro Manila, Baguio City, Angeles City, Cebu, and Davao. Part of the projects also is to send 150 police officers to South Korea to participate in various capacity-building programs. “This project is very meaningful in that it has expanded our areas of cooperation into peace and order. As President Duterte has put a priority on peace and order, stable public safety and security is the basis of social and economic development,” Ambassador Kim Jae-Shin said.

Tuesday, September 29, 2009 A private security force whose biggest role is helping the U.S. government to combat terrorism is now patrolling the streets of a town in Montana, acting as law enforcement but accountable to nobody and operating completely outside the limitations of the U.S. constitution in a chilling throwback to the brownshirts of Nazi Germany. The American Police Force organization is a paramilitary unit that provides surveillance, investigative, and military services across the world, according to its website, which shows men dressed in military fatigues carrying machine guns. As part of our mission, APF plays a critical role in helping the U.S. government meet vital homeland security and national defense needs. Within the last 5 years the United States has been far and away our #1 client. Technologies, programs, and services performed by APF have played a very important role in U.S. military and civilian efforts to protect our homeland and combat terrorism, the website states. APF were originally contracted to provide security at a previously empty jail in Hardin, a small town in Montana, but are now patrolling the streets driving SUVs with Police Department printed on them despite the fact that Hardin doesnt have a police department. American Police Force has no jurisdiction in the area because it is a private organization, not a police force. According to Two Rivers Authority officials, having the private security force patrol the streets was not part of the contract. I have no idea. I really dont because thats not been a part of any of the discussions weve had with any of them, Two Rivers Authoritys Al Peterson told KULR 8 News. Peterson said that patrolling the streets was on the wishlist of APFs what Captain Michael. The American Police Force is a shady outfit shrouded in suspicion. According to an Associated Press report, questions over the legitimacy of the organization abound. Government contract databases show no record of the company. Security industry representatives and federal officials said they had never heard of it. On its Web site, the company lists as its headquarters a building in Washington near the White House that holds virtual offices. A spokeswoman for the building said American Police Force never completed its application to use the address, reports AP. Furthermore, APF was tasked with filling the empty Hardin jail with inmates, without any clear indication of where those prisoners would come from. Its unclear where the company will get the inmates for the jail. Montana says its not sending inmates to the jail, and neither are federal officials in the state, according to the report. Maybe the inmates will be the local population of Hardin if American Police Force is allowed to continue to pose as a law enforcement outfit in the town, which is exactly what they intend to do for at least another month. Having a private security force whose stated mission is to help the U.S. government combat terrorism patrol the streets of small towns in America without even having the authority to do so from local authorities is obviously a frightening pretext and harks back to the private paramilitary forces that helped Adolf Hitler rise to power in Nazi Germany. Many fear that if martial law is declared in response to a flu pandemic or other emergency, private security forces such as APF will be used by the government to oppress citizens by operating outside of the law. This is completely unconstitutional and a flagrant threat to the liberty and security of the population of Hardin The County Sheriff is effectively breaking the law if he doesnt immediately kick APF out of the area and end the occupation of the town by a private paramilitary army.

So far, media coverage of Mayor Adam O'Neal's 273-mile march to the US Capitol building has focused on North Carolina’s decision not to expand Medicaid. And, it is true that 20 of the 22 rural hospitals that rural America has recently lost are in states that failed to accept Medicaid expansion. But it’s actually a lot more complex than that. It’s about the relationship between the People, our laws, and our government, and the cost in human lives that rural communities are paying because corporate CEO's are putting profit before people, and getting away with it. In 1946, Congress passed the bi-partisan Hospital Survey and Construction Act, known commonly as the Hill-Burton Act. Sponsored by Republican Sen. Harold Burton of Ohio and Democratic Sen. J. Lister Hill of Alabama, the legislation provided grants and loans for rural hospitals, an objective badly needed at the time. In return, hospitals were required to provide services to “all people living in an area, regardless of race or creed, and to help patients who couldn't pay by providing free or reduced-cost care.” These funds helped to bring healthcare services to areas that hospitals had previously ignored. One such area was eastern Beaufort and Hyde counties in coastal North Carolina. Three years after passage of the Hill-Burton Act, local leaders in Belhaven, NC completed construction on Pungo District Hospital. For more than 60 years, the facility served as a critical access hospital for a town, current population 1,700, as well as a wide geographic area, much of which is farm land, current population approximately 23,000. In 2011, the Pungo District Hospital was taken over by Vidant Health, Inc. with a contractual promise to “improve, sustain and expand” it. Almost immediately though, Vidant began shifting profitable services and equipment away from the hospital, shifting unfair costs to it, and otherwise financially mismanaging it. Two years later, Vidant announced that it planned to close the hospital for financial reasons without informing or engaging anyone in the town or the region. Dozens of jobs were eliminated and $14-17 million per year will be taken out of the local economy as long as the hospital remains closed. Now there are thousands of people in who must travel as many as 85 miles to reach the next nearest critical care hospital. On July 5, a 48-year-old woman, Mrs. Portia Gibbs, experienced a heart attack and died in the back of a stationary ambulance waiting for a helicopter to arrive. They didn’t try to move her because with our emergency room closed, the distance by road to the next closest hospital was too great to even try. On April 3, Vidant Health, Inc. signed a Justice Department-mediated settlement to keep the hospital open and transfer its management to a local board in three months’ time. Instead of honoring that agreement, Vidant used a third-party company — one they paid to create and with whom they collaborate regularly, but claim to have no influence over — to break that settlement and close the hospital. What’s the Justice Department have to say about that? So far, all we know is that the Office of Civil Rights is investigating, and, we know such things take time. The Department of Health and Human Services is investigating as well. Federal funds were used to build this hospital and federal funds kept it open 60 years. In fact, 70% of the money Vidant Health, Inc. brings in comes from federal programs like Medicare. And, Vidant Health, Inc. enjoys tax-exempt status which is basically a gigantic government subsidy. The extension followed a vote in the House of Representatives Tuesday afternoon Janurary 30, after a motion was moved by Prime Minister Andrew Holness. Like he has repeatedly said, Opposition Leader Dr Peter Phillips gave his party’s “conditional support.” The 51 Members of Parliament present, excluding House Speaker Pearnel Charles, all voted yes. Eleven MPs were absent. In moving the motion under the Emergency Powers Act, the Prime Minister expressed satisfaction that the State of Emergency which was declared on January 18, was going well. He pointed to the arrest of wanted men and the seizure of 10 firearms, some of them high powered weapons. But he said now was not the time to get complacent. Regarding the performance of the security forces to date, Holness said: “They have executed their duties in a commendable way and are being meticulous and accountable in how they operate. Having visited the parish…all have been complimentary to the security forces that the way they have operated is a credit to Jamaica.” Holness lauded the local media for giving fair coverage to the state of emergency, but noted that sections of the foreign media have painted a picture of a country in disarray. “Jamaica is not in chaos, the country isn’t falling apart as some of the reports have been saying overseas,” Holness said. Rather, the Prime Minister said “we have taken a deliberate, strategic, instrumental, well planned action to ensure that law and order and the rule of law is preserved.” He appealed to Jamaicans in the Diaspora to “be our voices in the foreign countries to say that everything is ok here. That the Government has taken a step that is in support of law and order.” For his part, Dr Phillips served notice that the opposition will not necessarily support another extension of the state of emergency in three months time. Like he did on Sunday when he addressed a National Executive Council meeting of the People’s National Party in Clarendon, Phillips again questioned why more was not done to address the crime problem in St James long before a State of Emergency was imposed. “We on this side are prepared to support the resolution with the caveat that our support is not unlimited for all time and that we would hope that before another resolution comes to extend further… that we would have seen some clear cut plan that we could support that would give us confidence that the monster (of crime) is being brought under some long-term control,” Phillips said.

With the exception of residents on a few streets off of the Plaza (see attached updated chart for the new zone area), service should be restored to near normal for CMUD customers. The number of affected homes has been reduced from 40,000 to 300, in the area around the booster pump station. Over the next few days, residents may see some excavation and construction, but CMUD officials believe the situation is isolated and stabilized. Service will return to normal over the next 2-3 days. According to Barry Gullet, director of Charlotte-Mecklenburg Utilities, finding the problem required a very systematic search process which proved successful. CMUD’s response activities for Tuesday: • CMUD’s engineering staff has devised a plan to fix the broken valve. • The affected pump station has been isolated. • It is TBD regarding how long the isolation and repair will take. The repair schedule will be finalized today • Water has been filling the affected tank since last night, sustaining pressure but at lower than normal levels. • CMUD continues to finalize the investigation of all potential issues – construction, other valves, data, etc. CMUD officials remind area residents to continue to use water wisely. Camp Krome - DoJ detention/interrogation center, Rex 84 facility Eglin AFB - This base is over 30 miles long, from Pensacola to Hwy 331 in De Funiak Springs. High capacity facility, presently manned and populated with some prisoners. Pensacola - Federal Prison Camp Everglades - It is believed that a facility may be carved out of the wilds here. There over 800 prison camps in the United States, all fully operational and ready to receive prisoners. They are all staffed and even surrounded by full-time guards, but they are all empty. These camps are to be operated by FEMA (Federal Emergency Management Agency) should Martial Law need to be implemented in the United States and all it would take is a presidential signature on a proclamation and the attorney general's signature on a warrant to which a list of names is attached. Ask yourself if you really want to be on Ashcroft's list. The Rex 84 Program was established on the reasoning that if a "mass exodus" of illegal aliens crossed the Mexican/US border, they would be quickly rounded up and detained in detention centers by FEMA. Rex 84 allowed many military bases to be closed down and to be turned into prisons. Operation Cable Splicer and Garden Plot are the two sub programs which will be implemented once the Rex 84 program is initiated for its proper purpose. Garden Plot is the program to control the population. Cable Splicer is the program for an orderly takeover of the state and local governments by the federal government. FEMA is the executive arm of the coming police state and thus will head up all operations. The Presidential Executive Orders already listed on the Federal Register also are part of the legal framework for this operation. The camps all have railroad facilities as well as roads leading to and from the detention facilities. Many also have an airport nearby. The majority of the camps can house a population of 20,000 prisoners. Currently, the largest of these facilities is just outside of Fairbanks, Alaska. The Alaskan facility is a massive mental health facility and can hold approximately 2 million people. Now let's review the justification for any actions taken... Executive Orders associated with FEMA that would suspend the Constitution and the Bill of Rights. These Executive Orders have been on record for nearly 30 years and could be enacted by the stroke of a Presidential pen:... International Emergency Economic Powers Act enables the President to seize the property of a foreign country or national. These powers were transferred to FEMA in a sweeping consolidation in 1979.

City Makes Progress on Failed and Struggling Developments The City Council received an update on what is being done to address street and stormwater improvements needed in Durham's failed or struggling developments. Public Works Department Engineering and Stormwater Services Manager Ed Venable explains what the City is doing to make sure the improvements are still made on this episode of "City Hall This Week." City Council Approves Teer Quarry Contract Plans are moving forward to reduce Durham's risk during future water shortage emergencies and to adapt to continuing growth. The City Council approved a $993,820 site design contract to allow for the evaluation of Teer Quarry. The City hopes to use the quarry as a short-term water storage and pumping facility that can meet Durham's needs during emergencies as well as be expanded for long-term operations. Durham County Sheriff's Office Sgt. Brendan Hardigan explains why the Central Warrant Control Office has become an effective law enforcement resource on this episode of "City Hall This Week." City Accepts Federal Lead Abatement Grant The City's lead abatement program is getting another boost -- thanks to a $416,550 Lead-Based Paint Hazard Control Grant awarded by the U.S. Department of Housing and Urban Development. The grant will be used to provide help to 30 homes that are occupied by young children. Community Development Department Housing and Rehabilitation Program Manager Donald Ham explains why lead is especially hazardous to children under the age of six and how he hopes this grant will help stem the effects of lead exposure in Durham's youngest residents on this episode of "City Hall This Week." South Korea announced its troop dispatch plan late last month, about two years after it withdrew some 200 army medics and engineers from Afghanistan. The pullout, though previously planned, followed a hostage standoff in which the Taliban killed two South Koreans after demanding that Seoul immediately withdraw its troops. South Korean officials did not say how many troops will be sent or when, or how many more reconstruction workers would be added to the current team of 25. Local media reports, however, have said the government is considering increasing the number to 130, and plans to send about 300 troops by early next year. South Korea, a key U.S. ally, also dispatched troops to Iraq from 2003-2008, part of efforts to bolster its alliance with Washington. The protesters outside the U.S. Embassy in Seoul were also expressing their anger with Operational Plan 5029, which determines the order of actions of the allies in the event of an emergency situation in North Korea. The plan predicts several scenarios: the beginning of a civil war in DPRK, loss of control over weapons of mass destruction, mass inflow of refugees from the North, abduction of South Korean citizens and natural catastrophes. Two of the protesters at the protest on Wednesday were taken into custody. South Korea will be Obama's final destination of his Asia tour which began on November 12. WASHINGTON (AP) -- The Homeland Security agency responsible for removing immigrants who are in the country illegally will run out of money by mid-August unless Congress approves President Barack Obama's emergency request for $3.7 billion to help deal with a flood of child immigrants crossing the border illegally without their parents, Homeland Security Secretary Jeh Johnson says. Additionally, Customs and Border Protection, whose 20,000-plus Border Patrol agents are responsible for arresting illegal border crossers, will be out of money by mid-September at the "current burn rate," Johnson told the Senate Appropriations Committee on Thursday as he defended the president's emergency budget request. Johnson said if Immigration and Customs Enforcement and the Border Patrol run out of money, the Homeland Security Department "would need to divert significant funds from other critical programs just to maintain operations." While Johnson, Health and Human Services Secretary Sylvia Burwell and other administration officials made their pitch for the extra money, outlines of a possible compromise to more quickly deport minors arriving from Central America emerged Thursday. More than 57,000 child immigrants, mostly from Central America, have been caught crossing the Mexican border since Oct. 1. Republicans demanded speedier deportations for Central American immigrant children, which the White House initially had supported but left out of its emergency spending proposal after complaints from immigrant advocates and some Democrats. On Thursday, the top House and Senate Democrats pointedly left the door open to faster deportations. "It's not a deal-breaker," House Minority Leader Nancy Pelosi, D-Calif., said. "Let them have their face-saver. But let us have the resources to do what we have to do." Pelosi spokesman Drew Hammill later clarified that any changes "must ensure due process for these children." In the Senate, Majority Leader Harry Reid, D-Nev., said: "I'm not going to block anything. Let's see what comes to the floor." Johnson said that "discretion" to be able to more swiftly return Central American children to their home countries would help Homeland Security curb the flow of minors. At issue is a law approved in 2008. Passed to give protection to sex trafficking victims, it requires court hearings for young migrants who arrive in this country from "noncontiguous" countries -- anywhere other than Mexico or Canada. But opposition arose Thursday from key Democratic senators, suggesting looming battles before any deal can be struck. "I can assure you that I will fight tooth and nail changes in the Trafficking Victims Protection Act," Senate Judiciary Chairman Patrick Leahy, D-Vt., said at a hearing on the situation, referring to the law Republicans want to change. Reid and Pelosi made their comments as House Speaker John Boehner, R-Ohio, and Senate Republican leader Mitch McConnell, R-Ky., both said they didn't want to give Obama a "blank check" to deal with the crisis of tens of thousands of unaccompanied children arriving at the Texas border, many fleeing gangs and drawn by rumors they would be able to stay in the U.S. Boehner and McConnell indicated policy changes would be necessary to win their support. "We want to make sure we actually get the right tools to help fix the problem," McConnell said. Obama "needs to work with us to get the right policy into effect." Proponents of speedier deportations say an effective way to stem the tide of young immigrants crossing the border would be to send them back home right away, to show their parents that the trip north was wasted. Because of enormous backlogs in the immigration court system, the result in the current crisis is that minors streaming in from El Salvador, Honduras and Guatemala are released to relatives or others in the U.S. with notices to appear at long-distant court hearings that many of them never will attend. Republicans want the government to have the authority to treat Central American kids the same way as children from Mexico, who can be removed quickly unless they convince Border Patrol that they have a fear of return that merits additional screening. "I think clearly we would probably want the language similar to what we have with Mexico," Boehner said. White House officials have said they support such changes and indicated last week that they would be offering them along with the emergency spending request. But immigration advocates objected strongly, saying children would be denied legal protections, and the White House has not yet made a formal proposal.
