On February 16, 2016, Tennessee Highway Patrol Troopers partnered with Tennessee Department of Transportation HELP Operators for Operation SOS - Safety Operations on the SmartWay. The Move Over enforcement effort comes on the heels of a year of tragedy for TDOT. In 2016, three TDOT workers were struck and killed while on the job, including HELP Truck Operator James "J.R." Rogers. By law, Tennessee motorists are required to move over for stopped emergency vehicles, including HELP trucks and other highway maintenance vehicles. In a first, Govt sets up State Disaster Mitigation Fund: Veeri

Describing J&K as one of the Disaster vulnerable places in South Asia, Minister for Revenue Relief, Rehabilitation, Reconstruction and Disaster Management Abdul Rehman Veeri today said that for the first time in the history of J&K, State Disaster Mitigation Fund worth Rs 25 crore has been created for mitigation of Disaster. The Minister said that it is almost impossible to prevent disasters, but it the job of the Government to create resources for the mitigation of disasters. He said that Flood mitigation, preparedness and response plan shall be prepared on scientific lines, inter alia, including traditional methods of watch and ward, and effective community participation. The Minister appreciated the role of health Department in formulating the disaster response protocol at district level. The Minister said that it is important to have the inventory of medical resources at district level besides important medicines and machines should be kept on the first floor of the hospital. Veeri also asked the Divisional Commissioners of Kashmir and Jammu to direct all the Tehsildars to identify the boats, boatmen, high rise buildings, Tractors, tippers, JCBs and other material i their jurisdiction which can be used in any eventuality and submit the report within 15 days. Citing the example of Uttarakhand where helipads were constructed in every area after 2013 Floods to facilitate food material and deployment of rescue forces, Revenue Minister also asked the Divisional Commissioners to identify land for helipads in every area at vintage points which can be specially meant for usage in disasters. Veeri also asked the FCS&PD Department to identify land and build new godowns at Vintage points in all areas besides making existing ones disaster resilient. He also stressed on further undertaking community based disaster preparedness activities by involving management committees of local mosques, Gurdawaras, Temples and Churches etc and training of local volunteers. Regarding the construction of central Emergency Operation Center (EOC), Minister asked the officials to fast track its construction with all the facilities and communication facilities required in a disaster. Stressing on the role of Communication, Veeri asked the Home Department to take up the matter of satellite linking of the cellular telephone towers to ensure uninterrupted communication during any disaster besides procurement of satellite phones and wireless sets for SDMA. Revenue Minister also asked the Department of Metrology to install two more Doplar radars at Gulmarg and Banihal within 15 days. Korea Extending P330 Million Aid to Philippine National Police

MANILA, July 12 --The South Korean government, through the Korea International Cooperation Agency (KOICA), is extending USD6.6 million or about P330 million grant in aid to the Philippines to beef up the criminal investigation capability of the Philippine National Police (PNP). Ambassador of the Republic of Korea to the Philippines Kim Jae-Shin and Department of Interior and Local Government (DILG) officer-in-charge Catalino Cuy led the signing of the records of discussions Wednesday. PNP chief Director General Ronald M. Dela Rosa also graced the signing event and expressed his heartfelt gratitude to KOICA officials during the presentation of token. This is the first cooperative project between the Republic of Korea and the Philippines. It will be implemented until 2020. The DILG and PNP will coordinate with KOICA and Korean National Police Agency (KNPA).about the project. KOICA Philippines Project Director Shin Myung Seop said the project would allow the Korean Government to provide 130 patrol vehicles, 142 motorbikes, and 120 investigation kits to police offices in Metro Manila, Baguio City, Angeles City, Cebu, and Davao. Part of the projects also is to send 150 police officers to South Korea to participate in various capacity-building programs. “This project is very meaningful in that it has expanded our areas of cooperation into peace and order. As President Duterte has put a priority on peace and order, stable public safety and security is the basis of social and economic development,” Ambassador Kim Jae-Shin said.

Hello everybody and welcome back to the Everything Ham Radio Podcast! In this episode we are going to be talking about the Amateur Radio Emergency Services(ARES), we talk about the Bridgeland Amateur Radio Club in Logan, UT in our amateur radio club spotlight, we talk about some upcoming events/contests and Hamfests for the next two weeks and wrap it up with some news from around the hobby!     Tech Corner - Amateur Radio Emergency Services(ARES)   What is ARES? ARES is an organization started by the ARRL that consists of licensed amateurs who have voluntarily registered their qualifications and equipment for communications duty when disaster strikes. Every licensed amateur is eligible to apply for ARES membership. ARES is broken down into four levels: national, section, district and local. The national level emergency coordination is handled at the ARRL headquarters by the ARRL Field Services and Field Sport Manager or his/her designee. They are responsible for advising all ARES officials regarding their problems, maintaining contact with federal government and other national officials concerned with amateur emergency communications potential, and in general carrying out the ARRL’s policies regarding emergency communications. At the section level, the section emergency coordinator is an assistant to the section manager for emergency preparedness. The SEC is appointed by the section manager to handle all things dealing with emergency communications. Part of the SEC’s job is to support and help grow their sections participation in ARES functions. They are the person that is responsible for collecting all the district activity reports and making a consolidated report to the section manager and ARRL headquarters. They are also responsible to maintain a good work relationship with state and local governments, civil preparedness, Federal Emergency Management agencies, the Salvation Army, MWS, etc. In large sections, the SEC has the option of breaking down the geographical area in smaller, more management areas or districts. If this is done, the SEC would make recommendations for a district emergency coordinator. This person would be a go between between the local and section levels with much of the same duties as the SEC has but on a smaller scale. Lastly, we come to the local level. Each local area will have their own Emergency Coordinator that is appointed by the SEC. The local level EC is the most hands on of all the levels and is responsible for more as well. Parts of the local EC’s responsibilities are; Promoting and enhancing the activities of the ARES for the benefit of the public. Manage and coordinate training, organization, and emergency preparedness of interested amateurs in the area. Establish and maintain a good working relationship with local and state government officials. Develop detailed local operational plans with served agencies and partners in their jurisdiction. Establish a local communications network Establish an emergency communications plans And more… Training The majority of the training that you will receive when you join your local ARES team will be done at meetings and on the air during nets. However, there are a few things that you can take as well and depending on your local ARES group some may be required as well. Skywarn Storm Spotter Training - If your ARES group doubles as you local Skywarn team, this training may also be required, typically once every two years. Along the same lines of training, what are you good at? Are you a good multitasker? Are you good under stress? Are you good at fixing things?  There is so much that goes on during a disaster and the planning before hand that has to be done, if something is your “cup of tea” make sure that someone knows about it. If you are a good multitasker and you do good under stress, you should volunteer to be net control. If you are a good organizer, maybe you can help with the emergency planning before a disaster hits, or help design a drill. Even though our main responsibility with ARES and as a ham in general is communictions, there is so much more that goes on, make sure you let your local EC know what you are good at, what you like to do, or what you would like to learn to do so that they know and can assign you to what you are good at or get you training before a disaster hits so that you can do what you like to do. It is the highest mountain in the southern Urals and U.S. satellites have observed large scale excavation and building projects. It all started back in the early 90’s, right after the fall of the Soviet Union. There are 3 possible housing garrisons that can house up to 30,000 workers each. U.S. intelligence has received no clear information from the Russian government regarding Yamantau Mountain. WHAT WE DON’T KNOW : The most obvious reason for this project is an underground nuclear facility and communications center. Considering it is located near the last remaining Russian nuclear labs, Yamantau mountain may serve as testing ground for advanced weaponry and defense systems. 3. Porton Down LOCATION - Wiltshire, ENGLAND WHAT WE KNOW : Porton Down is considered a U.K. Government Military Science Park, whatever that means. The Defence Science and Technology Laboratory is located there and the Porton Down is very close to another facility known as the Chemical Biological Radiological Nuclear Training Facility. Ex-service men were awarded monetary compensations in regards to the human testing that was done at the facility during 50’s. They were given large doses of LSD on multiple occasions without consenting to the experiment. WHAT WE DON’T KNOW : Apart from the long and ambiguous names, not much is known about the daily operations of the facility. The location, without a doubt, has ties with UFO conspiracy theorists. They believe that the alien bodies and ship found at the Berwyn Mountain Incident were transported to Porton Down for testing and storage. 2.Sanya Submarine Base LOCATION - Hainan Island, CHINA WHAT WE KNOW : The official name of the base is Yulin Naval Base and it has been active since 1955. The North American Aerospace Defense Command is the reason no one has even considered bombing the continental United States and Canada. The complex has its own power plant, heating and cooling system and water supply. It runs at a 99.999 degree of reliability, and the deeper parts of the site are protected by 25 ton “blast doors” that can withstand a 30 megaton nuclear explosion within 1.2 miles. Montana Town Occupied By Private Paramilitary Security Force

Tuesday, September 29, 2009 A private security force whose biggest role is helping the U.S. government to combat terrorism is now patrolling the streets of a town in Montana, acting as law enforcement but accountable to nobody and operating completely outside the limitations of the U.S. constitution in a chilling throwback to the brownshirts of Nazi Germany. The American Police Force organization is a paramilitary unit that provides surveillance, investigative, and military services across the world, according to its website, which shows men dressed in military fatigues carrying machine guns. As part of our mission, APF plays a critical role in helping the U.S. government meet vital homeland security and national defense needs. Within the last 5 years the United States has been far and away our #1 client. Technologies, programs, and services performed by APF have played a very important role in U.S. military and civilian efforts to protect our homeland and combat terrorism, the website states. APF were originally contracted to provide security at a previously empty jail in Hardin, a small town in Montana, but are now patrolling the streets driving SUVs with Police Department printed on them despite the fact that Hardin doesnt have a police department. American Police Force has no jurisdiction in the area because it is a private organization, not a police force. According to Two Rivers Authority officials, having the private security force patrol the streets was not part of the contract. I have no idea. I really dont because thats not been a part of any of the discussions weve had with any of them, Two Rivers Authoritys Al Peterson told KULR 8 News. Peterson said that patrolling the streets was on the wishlist of APFs what Captain Michael. The American Police Force is a shady outfit shrouded in suspicion. According to an Associated Press report, questions over the legitimacy of the organization abound. Government contract databases show no record of the company. Security industry representatives and federal officials said they had never heard of it. On its Web site, the company lists as its headquarters a building in Washington near the White House that holds virtual offices. A spokeswoman for the building said American Police Force never completed its application to use the address, reports AP. Furthermore, APF was tasked with filling the empty Hardin jail with inmates, without any clear indication of where those prisoners would come from. Its unclear where the company will get the inmates for the jail. Montana says its not sending inmates to the jail, and neither are federal officials in the state, according to the report. Maybe the inmates will be the local population of Hardin if American Police Force is allowed to continue to pose as a law enforcement outfit in the town, which is exactly what they intend to do for at least another month. Having a private security force whose stated mission is to help the U.S. government combat terrorism patrol the streets of small towns in America without even having the authority to do so from local authorities is obviously a frightening pretext and harks back to the private paramilitary forces that helped Adolf Hitler rise to power in Nazi Germany. Many fear that if martial law is declared in response to a flu pandemic or other emergency, private security forces such as APF will be used by the government to oppress citizens by operating outside of the law. North Carolina fails to repeal 'bathroom bill'

RALEIGH, N.C. (AP) — North Carolina lawmakers have failed to follow through on a deal to repeal a law passed earlier this year that limits protections for LGBT people. The law has been widely opposed by numerous businesses, organizations and individuals. Gov. Pat McCrory's defense of the bill was a contributing factor in his narrow loss to Democrat Roy Cooper, who will take office in January and announced Monday that he had a deal with legislators to get rid of the law. But the deal fell apart Wednesday during the legislature's special session. The passage of House Bill 2 in March thrust North Carolina into a national debate on transgender rights and harmed the state economically. The state missed out on new jobs as companies declined to expand in the state, while cancellations of concerts and conventions exacted a toll. The NBA moved its All-Star game to New Orleans, and in a huge symbolic blow to the college basketball-crazy state, the NCAA and Atlantic Coast Conference relocated events. Repealing the law could have ended legal challenges by the federal Justice Department and transgender residents. Passage of the state law was a reaction to the city of Charlotte passing a broad nondiscrimination ordinance the state GOP opposed. On Monday, the city voted to undo its ordinance — but only if the legislature repealed HB2 by the end of the year. One part of the original law has already been done away with. HB2 initially prohibited employees of private businesses from filing lawsuits in state courts alleging workplace discrimination but the legislature amended the law to reinstate that right. ___ PUBLIC ACCOMODATIONS The law blocked a range of protections from taking effect in the state's largest city. Charlotte's ordinance would have covered gays and lesbians as well as bisexual and transgender people when they try to check into hotels, eat in restaurants or hail cabs; it also added marital status, sexual orientation, gender identity and gender expression to the city's list of protected characteristics in public accommodations and commercial businesses. The state law instead created a new statewide public accommodations policy that prohibits discrimination based on race, religion, color, national origin or biological sex. But the law includes no specific LGBT protections, essentially preventing local governments from approving ordinances similar to what Charlotte approved. Weeks after the law's passage, McCrory issued an executive order that expanded protections based on sexual orientation and gender orientation to people who work for the state's executive branch. The law also forbids cities and counties throughout North Carolina from imposing any additional requirements on employers. A handful of local governments had made veterans a protected class, and this is no longer allowed. ___ BATHROOM USE Essentially, government agencies of all kinds must direct men and boys to multi-stall restrooms and locker rooms designated for use by people born as male, and keep women and girls in those designated for the female biological sex. This applies to public schools, state university and community college systems, state agencies and local government offices. Single-occupancy bathrooms or changing facilities are still allowed "upon a request due to special circumstances" to a local school board or by a person to a public agency. The decision on accommodating the request appears to rest with the school board or the agency. There are exceptions, such as when preschoolers enter a restroom with their mother or father, or when a person with a disability needs assistance. Transgender people who have obtained a new birth certificate after a sex-change operation can enter the multi-occupancy bathroom that matches their new gender. But just how individuals should apply and enforce the new rules is unaddressed in the law. ___ WORKPLACE RULES The law also says local governments can't require businesses to pay a minimum wage higher than North Carolina's statewide minimum, currently $7.25 an hour. Cities and counties also can't enforce ordinances setting their own minimum standards for businesses for paid sick leave or other employee benefits, and can't require government contractors to meet public accommodations standards above those set in state law. Cities and counties can continue to set higher wage and benefit minimums for their own workers, or for company workers when required as part of an economic recruitment and incentives agreement.

Faith-Based Support Circle Partnership The hallmark of our 10-Year Plan is the nationally recognized faith-based Support Circle program that constructs support teams of 6-10 members from local congregations to sustain families and individuals as they transition from homelessness. All the funds donated to this program go into housing subsidies that are matched two to one by participating congregations and local government. We are excited to say that in less than two years of full operation, 22 congregations of varied denominations from across the City of Raleigh and Wake County formed Support Circles to help 26 homeless households; approximately 189 volunteers provided housing and hope to 89 homeless individuals, including 59 children. He previously served as commander, Seventh Coast Guard District, where he oversaw all operations in the southeastern United States and in the Caribbean. Prior to joining Booz Allen, Allen served wih the Rand Corporation. He is a Fellow in the National Academy of Public Administration and a member of the Counil on Foreign Relations. Allen also currently serves as the director on the Coast Guard Foundation and Partnership for Public Service. New York Governor Andrew Cuomo appointed Allen to the New York State Respond Commission tasked with finding ways to ensure that New York State is ready to respond to future weather-related disasters. He is a 1971 graduate of the U.S. Coast Guard Academy. He holds a Masters in Public Administration from the George Washington University--from which he received the Alumni Achievement Award in 2006. He also holds an M.S. degree in management from the Sloan School of Management at the Massachusetts Institute of Technology. However the rising CPM by the fish grill is an eye opener and it makes me want to catch a fish and cook it till it's ash and just do a test on the ash of the fish alone. Through the 1960s and 1970s, two fossil-fueled power plants and two nuclear power plants were built on the bay shores. A backlash against development led to the 1968 designation of Biscayne National Monument. The preserved area was expanded by its 1980 re-designation as Biscayne National Park. The park is heavily used by boaters, and apart from the park's visitor center on the mainland, its land and sea areas are accessible only by boat. In 1964 FP&L announced plans for two 693 MW nuclear reactors at the site, which were expected to compound the cooling water problem. Because of the shallowness of Biscayne Bay, the power stations were projected to consume a significant proportion of the bay's waters each day for cooling. The news report by ABC News on US plans to build an embassy in a Hezbollah area of Beirut comes as part of growing US involvement in the internal affairs of Lebanon. Here however, interesting questions arise when one puts into context this move in light of what has unfolded in Lebanon within the last year. It is evidently non-sensical for the US to build an embassy on the proposed site and these plans began way before 2006; what thus were the US strategic motives of the War on Lebanon waged by Israel in 2006? More accurately, what were the motives and interests of the US in the war on Lebanon? In what way did they use the UN Security council to achieve these goals seeing that they had detailed plans and wished to spread their tentacles to the strongholds of Hezbollah? Even more importantly, has the US foregone these motives with the defeat of the Israelis in the War? It is clear that the proposed US Embassy was part of the overall strategy of Israel's war on Lebanon and Olmert's declarations on the 'wiping out' of Hezbollah. Extracts from ABC Report: The Blotter has learned that plans for a controversial new U.S. Embassy in Beirut have been put on hold indefinitely, and effectively killed, according to a U.S. State Department spokesperson. The news came just hours after we reported the State Department had been pushing ahead with plans to build the new embassy in a part of Beirut controlled by the militant anti-American group Hezbollah, despite strong protests from the U.S. ambassador in Lebanon. A U.S. official tells the Blotter on ABCNews.com that Ambassador Jeffrey Feltman, in a May 31, 2007 classified cable to Secretary of State Condoleezza Rice, registered his strong objections, saying his staff "unanimously opposes construction" of the embassy on the proposed site. Feltman also said in the cable that his local staff would be "an easy target" for Hezbollah and that U.S. diplomats would "be under siege" during any conflict. "It boggles the mind," says former State Department security official Tony Diebler. "Any reasonable person that looks at that site, does their homework and sees who controls the area would determine that it's a foolish, dangerous idea to build the embassy there," Diebler said in an interview to be broadcast on ABC News' "World News With Charles Gibson." But officials say the State Department official in charge of embassy construction, Maj. Gen. Charles Williams (RET) is insisting the embassy be built on the site, which was purchased by the U.S. two years ago for more than $22 million. In his cable to Secretary Rice, Ambassador Feltman said Gen. Williams maintained it was important to proceed with the proposed site in Baabda area of Beirut because of "the Department's relations with Congress and our global building objectives." Gen. Williams declined requests from ABCNews.com to comment. U.S. officials say Williams has ignored how conditions have changed in Beirut since the 2006 Israeli-Hezbollah war. The officials say Hezbollah, not the government of Lebanon, controls the Baabda area and could sever access to the area at will. State Department officials say they have been advised by the U.S. military that had the embassy been located at the Baabda site during the summer war, the U.S. military would have only come in once to evacuate the staff. "Anytime Hezbollah wants to shut the place down," said former State Department security official Diebler, "they're capable of doing it and the loss of life would be tremendous." The dispute between the U.S. Embassy in Beirut and the State Department in Washington has been simmering since late last year. At one point, the U.S. Embassy refused to allow a State Department official from Washington, James Golden, managing director of the Emergency Projects Coordinating Office, permission to enter the country for the embassy project by denying normally standard "country clearance."

The extension followed a vote in the House of Representatives Tuesday afternoon Janurary 30, after a motion was moved by Prime Minister Andrew Holness. Like he has repeatedly said, Opposition Leader Dr Peter Phillips gave his party’s “conditional support.” The 51 Members of Parliament present, excluding House Speaker Pearnel Charles, all voted yes. Eleven MPs were absent. In moving the motion under the Emergency Powers Act, the Prime Minister expressed satisfaction that the State of Emergency which was declared on January 18, was going well. He pointed to the arrest of wanted men and the seizure of 10 firearms, some of them high powered weapons. But he said now was not the time to get complacent. Regarding the performance of the security forces to date, Holness said: “They have executed their duties in a commendable way and are being meticulous and accountable in how they operate. Having visited the parish…all have been complimentary to the security forces that the way they have operated is a credit to Jamaica.” Holness lauded the local media for giving fair coverage to the state of emergency, but noted that sections of the foreign media have painted a picture of a country in disarray. “Jamaica is not in chaos, the country isn’t falling apart as some of the reports have been saying overseas,” Holness said. Rather, the Prime Minister said “we have taken a deliberate, strategic, instrumental, well planned action to ensure that law and order and the rule of law is preserved.” He appealed to Jamaicans in the Diaspora to “be our voices in the foreign countries to say that everything is ok here. That the Government has taken a step that is in support of law and order.” For his part, Dr Phillips served notice that the opposition will not necessarily support another extension of the state of emergency in three months time. Like he did on Sunday when he addressed a National Executive Council meeting of the People’s National Party in Clarendon, Phillips again questioned why more was not done to address the crime problem in St James long before a State of Emergency was imposed. “We on this side are prepared to support the resolution with the caveat that our support is not unlimited for all time and that we would hope that before another resolution comes to extend further… that we would have seen some clear cut plan that we could support that would give us confidence that the monster (of crime) is being brought under some long-term control,” Phillips said.

WASHINGTON (AP) -- The Homeland Security agency responsible for removing immigrants who are in the country illegally will run out of money by mid-August unless Congress approves President Barack Obama's emergency request for $3.7 billion to help deal with a flood of child immigrants crossing the border illegally without their parents, Homeland Security Secretary Jeh Johnson says. Additionally, Customs and Border Protection, whose 20,000-plus Border Patrol agents are responsible for arresting illegal border crossers, will be out of money by mid-September at the "current burn rate," Johnson told the Senate Appropriations Committee on Thursday as he defended the president's emergency budget request. Johnson said if Immigration and Customs Enforcement and the Border Patrol run out of money, the Homeland Security Department "would need to divert significant funds from other critical programs just to maintain operations." While Johnson, Health and Human Services Secretary Sylvia Burwell and other administration officials made their pitch for the extra money, outlines of a possible compromise to more quickly deport minors arriving from Central America emerged Thursday. More than 57,000 child immigrants, mostly from Central America, have been caught crossing the Mexican border since Oct. 1. Republicans demanded speedier deportations for Central American immigrant children, which the White House initially had supported but left out of its emergency spending proposal after complaints from immigrant advocates and some Democrats. On Thursday, the top House and Senate Democrats pointedly left the door open to faster deportations. "It's not a deal-breaker," House Minority Leader Nancy Pelosi, D-Calif., said. "Let them have their face-saver. But let us have the resources to do what we have to do." Pelosi spokesman Drew Hammill later clarified that any changes "must ensure due process for these children." In the Senate, Majority Leader Harry Reid, D-Nev., said: "I'm not going to block anything. Let's see what comes to the floor." Johnson said that "discretion" to be able to more swiftly return Central American children to their home countries would help Homeland Security curb the flow of minors. Proponents of speedier deportations say an effective way to stem the tide of young immigrants crossing the border would be to send them back home right away, to show their parents that the trip north was wasted. Because of enormous backlogs in the immigration court system, the result in the current crisis is that minors streaming in from El Salvador, Honduras and Guatemala are released to relatives or others in the U.S. with notices to appear at long-distant court hearings that many of them never will attend. Republicans want the government to have the authority to treat Central American kids the same way as children from Mexico, who can be removed quickly unless they convince Border Patrol that they have a fear of return that merits additional screening. "I think clearly we would probably want the language similar to what we have with Mexico," Boehner said. White House officials have said they support such changes and indicated last week that they would be offering them along with the emergency spending request. But immigration advocates objected strongly, saying children would be denied legal protections, and the White House has not yet made a formal proposal.
