Many new players will be confused by the J2M2, expecting it to be an agile dogfighter like the A6Ms, Ki-43s and to a lesser extent Ki-61s and Ki-45s. In fact this is a pure boom and zoom interceptor, which places strict limitations on how it can be used. This tutorial shows how to fly the plane in order to extract the most out of it while avoiding situations and tactics that'll get you shot down. This is not the easiest plane for a novice pilot to master, but it certainly rewards those who take the time and trouble to learn its ways. U.S. Senators Mark Begich (D-AK) and Lisa Murkowski (R-AK) joined Sen. Mary Landrieu (D-LA), Chair of the Homeland Security Appropriations Subcommittee, Secretary of Homeland Security Janet Napolitano, and U.S. Coast Guard Commandant Admiral Robert Papp, for a tour in Cold Bay today of the Coast Guard Cutter Bertholf. The Bertholf is part of the Coast Guard's Arctic Shield operation which will be in full operation as Shell moves toward drilling in the Arctic this summer. Commissioned in 2008, the Bertholf is the first of the Coast Guard's Legend-class National Security Cutters and is participating in Arctic Shield which requires at least one flight deck-equipped cutter to be present in the Chukchi and Beaufort Seas at all times to respond to oil spill clean-up and participate in search and rescue. Arctic Shield is the Coast Guard's 2012 summer operation plan for Alaska when it will dramatically increase its presence in the Arctic as Shell Oil Co. prepares to drill wells in the Chukchi and Beaufort Seas.

Arctic offshore drilling by Royal Dutch Shell PLC drew protests on two continents this year. A more modest proposal, however, for extracting petroleum where polar bears roam has moved forward with much less attention. While Shell proposed exploratory wells in the Chukchi Sea about 80 miles off Alaska's northwest coast, a Texas oil company wants to build a gravel island as a platform for five or more extraction wells that could tap oil 6 miles from shore in the Beaufort Sea. A successful well would mean the first petroleum production in federal Arctic waters. The U.S. Bureau of Ocean Energy Management is deciding how to assess the environmental effect of a production plan for the Liberty Project by Hilcorp Alaska LLC. The company is a subsidiary of Houston-based Hilcorp Energy Co. http://hosted2.ap.org/APDEFAULT/386c25518f464186bf7a2ac026580ce7/Article_2015-12-13-US-Arctic-Offshore-Drilling-Beaufort-Sea/id-f121398e9a5549aa8cdfba0a2793d7c0 http://www.wochit.com This video was produced by YT Wochit News using http://wochit.com

Energy in America: EPA Rules Force Shell to Abandon Oil Drilling Plans By Dan Springer Published April 25, 2011 | FoxNews.com Shell Oil Company has announced it must scrap efforts to drill for oil this summer in the Arctic Ocean off the northern coast of Alaska. The decision comes following a ruling by the EPA's Environmental Appeals Board to withhold critical air permits. The move has angered some in Congress and triggered a flurry of legislation aimed at stripping the EPA of its oil drilling oversight. Shell has spent five years and nearly $4 billion dollars on plans to explore for oil in the Beaufort and Chukchi Seas. The leases alone cost $2.2 billion. Shell Vice President Pete Slaiby says obtaining similar air permits for a drilling operation in the Gulf of Mexico would take about 45 days. He's especially frustrated over the appeal board's suggestion that the Arctic drill would somehow be hazardous for the people who live in the area. "We think the issues were really not major," Slaiby said, "and clearly not impactful for the communities we work in." The closest village to where Shell proposed to drill is Kaktovik, Alaska. It is one of the most remote places in the United States. According to the latest census, the population is 245 and nearly all of the residents are Alaska natives. The village, which is 1 square mile, sits right along the shores of the Beaufort Sea, 70 miles away from the proposed off-shore drill site. The EPA's appeals board ruled that Shell had not taken into consideration emissions from an ice-breaking vessel when calculating overall greenhouse gas emissions from the project. Environmental groups were thrilled by the ruling. "What the modeling showed was in communities like Kaktovik, Shell's drilling would increase air pollution levels close to air quality standards," said Eric Grafe, Earthjustice's lead attorney on the case. Earthjustice was joined by Center for Biological Diversity and the Alaska Wilderness League in challenging the air permits. At stake is an estimated 27 billion barrels of oil. That's how much the U. S. Geological Survey believes is in the U.S. portion of the Arctic Ocean. For perspective, that represents two and a half times more oil than has flowed down the Trans Alaska pipeline throughout its 30-year history. That pipeline is getting dangerously low on oil. At 660,000 barrels a day, it's carrying only one-third its capacity. Production on the North Slope of Alaska is declining at a rate of about 7 percent a year. If the volume gets much lower, pipeline officials say they will have to shut it down. Alaska officials are blasting the Environmental Protection Agency. "It's driving investment and production overseas," said Alaska's DNR Commissioner Dan Sullivan. "That doesn't help the United States in any way, shape or form." The EPA did not return repeated calls and e-mails. The Environmental Appeals Board has four members: Edward Reich, Charles Sheehan, Kathie Stein and Anna Wolgast. All are registered Democrats and Kathie Stein was an activist attorney for the Environmental Defense Fund. Members are appointed by the EPA administrator. Alaska's Republican senator thinks it's time to make some changes. "EPA has demonstrated that they're not competent to handle the process," said Sen. Lisa Murkowski. "So if they're not competent to handle it, they need to get out of the way." Murkowski supported budget amendments that would have stripped the EPA of its oversight role in Arctic offshore drilling. The Interior Department issues air permits to oil companies working in the Gulf of Mexico. Mr. David McGuinty (Ottawa South, Lib.): Mr. Speaker, two years ago the Conservatives decided to expedite the approval of exploration permits for BP and Imperial Oil in the Beaufort Sea. They did so without establishing an integrated management plan for the region, knowing very well that the permits were for fragile areas that would be impossible to clean in the event of a spill, because of the frozen waters, for one thing. Why is the Prime Minister deliberately endangering the fragile environment of the Canadian Arctic, when we know that the risks involved are enormous? Hon. Christian Paradis (Minister of Natural Resources, CPC): Mr. Speaker, these allegations are completely false. The government has been clear from the beginning. We expect Canadian authorities to apply Canada's strict environmental standards, including our strict safety regime for offshore drilling. I want to be very clear here. We will not proceed in any way if we are not absolutely certain that the environment and the safety of our workers will be respected, period. And Canadians can expect nothing less. Mr. David McGuinty (Ottawa South, Lib.): Mr. Speaker, BP gave assurances that it could handle a disaster 30 times larger than the spill in the Gulf of Mexico. A virtually identical rig and drilling system is set to be used off the coast of Newfoundland. If a spill were to occur, it would take 11 days just to get a ship to the site, with no guarantees a suitable rig could be found to drill a relief well. The government claims it has standards that are more stringent than in the United States. If that is the case, why is the only emergency preparedness plan in place provided by Chevron? Where is the government's plan? Hon. Christian Paradis (Minister of Natural Resources, CPC): Mr. Speaker, I heard a lot of "ifs" in the question. Canadian regulations require operators to employ the best technology, equipment and training techniques available. We will not accept any weakening of those requirements. Let me be clear. No drilling will proceed unless we are convinced of the safety of the environment and the workers, period. Canadians expect nothing less.

Chevron is putting a plan to drill for oil in the Beaufort Sea in Canada's Arctic on hold indefinitely because of what it called "economic uncertainty in the industry" as oil prices fall. In a letter to Canada's National Energy Board on Wednesday, the company withdrew from a hearing on Arctic drilling rules because it has walked away from plans to drill 155 miles northwest of Tuktoyaktuk, Northwest Territories. The drilling project is the largest yet put on hold after oil prices dropped by nearly half over the last six months, even as a long list of oil companies cut their budgets for 2015 because of the price drop. http://news.yahoo.com/chevron-cancels-canadian-arctic-drilling-oil-prices-slide-230049484--finance.html http://www.wochit.com

***Spoilers up to early chapter 5.*** One of my favorite fights in the game so far simply because it is actually a challenge. This is one particular successful instance of a fight with it that I did to fill out Zenobia's Affinity Chart. (believe me there were many unsuccessful attempts) Some things that make this fight more difficult that usual: 1) Azure is over water. Most of your HP pots will probably fall into the water, so one source of healing is severely diminished. 2) There are level 70+ piranhas on either side, and if you aggro one during the fight you're screwed. 3) Azure gets fairly rapid HP regen. 4) Once Azure gets enraged, its AOE attacks become incredibly dangerous, and it gets an AOE that causes blowback. If your team can't take the AOE attacks, then you need to kill the thing BEFORE it hits half health. 5) CPU AI is dumb and can enter the water, making them useless for the time they're in it. I actually was fortunate in this particular instance of the fight mostly because Rex and Nia ended up in a location where AOE focused on me (Morag) wouldn't affect them as much. Usually what you would want to do is nuke the Azure with a full burst chain before it gets enraged; otherwise bad things start to happen... Re. the chain attack at the very end: I take some time making decisions because I was planning out how to make Zenobia get the final hit (cause Zenobia does busted damage). Also, just a minor fun fact, but I'm pretty sure Morag and Nia can win by themselves cause Morag is a dodge tank (I've had her tank by herself against this thing for ~3 minutes before....). It would just take a potentially looong time. ©Nintendo/MONOLITHSOFT

The Lockheed Martin F-35 Lightning II is a family of single-seat, single-engine, all-weather stealth multirole fighters. The fifth-generation combat aircraft is designed to perform ground attack and air superiority missions. It has three main models: the F-35A conventional takeoff and landing variant, the F-35B short take-off and vertical-landing variant, and the F-35C carrier-based Catapult Assisted Take-Off But Arrested Recovery variant. On 31 July 2015, the United States Marines declared ready for deployment the first squadron of F-35B fighters after intensive testing. On 2 August 2016, the U.S. Air Force declared its first squadron of F-35A fighters combat-ready. The F-35 descends from the X-35, the winning design of the Joint Strike Fighter program. An aerospace industry team led by Lockheed Martin designed and manufactures it. Other major F-35 industry partners include Northrop Grumman, Pratt & Whitney and BAE Systems. Interview conducted by Eileen Hurst. William Phillips joined the U.S. Army in 1963 at the age of 18, with the goal of having a career in the military. He attended basic training at Fort Jackson, SC which lasted for 12 weeks. He then went to Fort Gordon, GA for Advanced Infantry Training and upon his graduation he went immediately to Jump School. Jump School consisted mainly of practicing jumps and techniques. He also went to Ranger School and Special Warfare School before going over to Vietnam. In these schools he learned techniques in communications and intelligence gathering, along with other Special Forces skills. He was part of the 5th Special Forces Group with a base in Danang, however much of his time was spent as part of small team of both Americans and Vietnamese soldiers that ran reconnaissance missions in Laos, Cambodia, Thailand, and up and down the Ho Chi Minh Trail, as part of the Special Operations Group. His first assignment on this team was as a radio man, and then after six to seven missions he was made team leader. Phillips describes what the missions were like, what their basic objectives were, and the outcome of some of those missions. After a year in Vietnam, he was transferred to the 8th Special Forces in Panama, where the duties of the Special Forces team were more typical than they had been in Vietnam. There he was part of teams that would go into South America and teach indigenous people warfare techniques among other assignments. After a year in Panama, Phillips volunteered for an additional year of service in Vietnam. He was sent back to the same unit, and assigned the same sort of missions, although he notes that the Tet Offensive changed the missions somewhat. His unit was very a dangerous unit to be a part of, they had a 130% casualty rate, 20% were killed in action, and Phillips himself was wounded five times. He again volunteered for a third tour in Vietnam, and he did not return to the United States until 1970. Although he had intended to make a career in the military, he instead decided to leave so that he could marry. He was discharged in 1971, and went to college on the GI Bill. Phillips also discusses daily life and the PTSD that he suffered from.

This unique was really tough! I'll go over my strategy. First you have to realize that this opponent can resist topple, has access to stench, and spike damage as well. In equipment I had something to weaken its resistance to break for Nia which allowed me to topple it a lot more and some spike resistance on Rex only. I knew the spike damage would still be a lot so my plan was to get a lot of elemental orbs and finish him with a strong chain attack. Sealing stench was my first priority and after that I just managed to line up topple/launch with lvl 3 combos for max damage to finish him with a chain attack.

The federal government is moving ahead with plans to grant new offshore oil-exploration licences in Canada's Arctic, despite the U.S. government's expanding freeze on offshore drilling in the wake of the Gulf Coast spill. President Barack Obama said BP has been told to try a different procedure to stop the oil leak in the Gulf of Mexico now that the "top kill" effort has failed. Ensco PLC has dropped plans to buy Scorpion Offshore, the offshore contract drilling company said Friday.

The French Navy, officially the Marine nationale ("National Navy") and casually called La Royale, is the maritime arm of the French military. Tracing its roots back to 1624 it is one of the world's oldest naval forces and historically played a key part in establishing the French colonial empire. Since 2008, its roles have been defined as maintaining intelligence, protecting populations, preventing crises, intervening wherever necessary to reestablish peace, and dissuading any threats against vital French interests. The Marine nationale consists of four branches, the Force d'Action Navale, the Forces Sous-marines, the Aeronavale and the Fusiliers Marins (including Commandos de Marine). As a blue-water navy the Marine nationale operates a wide range of fighting vessels, including a nuclear-powered aircraft carrier, nuclear-powered submarines, frigates, patrol boats and support ships. The French Navy does not use prefixes of the names of its ships (such as the Royal Navy uses HMS, for instance). Foreign commentators sometimes use the prefixes "FS" (for "French Ship") or FNS (for "French Navy Ship"); these are not official, however. As of June 2014, the French Navy employs a total of 36,776 regular personnel. The reserve element of the French Navy consists of; 5,519 personnel of the Operational Reserve and 2,909 personnel of the Citizens Reserve. This video is targeted to blind users. Apollo 13 was the seventh manned mission in the American Apollo space program and the third intended to land on the Moon. The craft was launched on April 11, 1970, at 13:13 CST from the Kennedy Space Center, Florida, but the lunar landing was aborted after an oxygen tank exploded two days later, crippling the Service Module (SM) upon which the Command Module (CM) depended. Despite great hardship caused by limited power, loss of cabin heat, shortage of potable water, and the critical need to jury-rig the carbon dioxide removal system, the crew returned safely to Earth on April 17. The flight was commanded by James A. Lovell with John L. "Jack" Swigert as Command Module Pilot and Fred W. Haise as Lunar Module Pilot. Swigert was a late replacement for the original CM pilot Ken Mattingly, who was grounded by the flight surgeon after exposure to German measles. This video is targeted to blind users. In recent decades, developments in software and hardware technologies have created dramatic shifts in design, manufacturing and research. Software technologies have facilitated automated process and new solutions for complex problems. Computation has also become a platform for creativity through generative art and design. New hardware platforms and digital fabrication technologies have similarly transformed manufacturing, offering more efficient production and mass customization. Such advances have helped catalyzed the maker-movement, democratizing design and maker culture. This influx of new capabilities to design, compute and fabricate like never before, has sparked a renewed interest in material performance. We are now witnessing significant advances in active matter, 3D/4D Printing, materials science, synthetic biology, DNA nanotechnology and soft robotics, which have led to the convergence of software, hardware and material technologies and the growing field of programmable materials. This conference was about the emerging field of active matter and programmable materials that bridges the worlds of art, science, engineering and design, demonstrating new perspectives for computation, transformation and dynamic material applications. If over the past few decades we have experienced a software revolution, and more recently, a hardware revolution, this conference aims to discuss the premises, challenges and innovations brought by today’s materials revolution. We can now sense, compute, and actuate with materials alone, just as we could with software and hardware platforms previously. How does this shift influence materials research, and how does it shape the future of design, arts, and industrial applications? What tools and design processes do we need to advance, augment and invent new materials today? What are the key roles that industry, government, academic and public institutions can play in catalyzing the field of programmable materials? This two-day conference consisted of a range of talks and lively discussion from leading researchers in materials science, art & design, synthetic biology and soft-robotics along with leaders from government, public institutions and industry.

A submarine is a watercraft capable of independent operation underwater. It differs from a submersible, which has more limited underwater capability. The term most commonly refers to a large, crewed, autonomous vessel. It is also sometimes used historically or colloquially to refer to remotely operated vehicles and robots, as well as medium-sized or smaller vessels, such as the midget submarine and the wet sub. Used as an adjective in phrases such as submarine cable, "submarine" means "under the sea". The noun submarine evolved as a shortened form of submarine boat (and is often further shortened to sub). For reasons of naval tradition, submarines are usually referred to as "boats" rather than as "ships", regardless of their size. Although experimental submarines had been built before, submarine design took off during the 19th century, and they were adopted by several navies. Submarines were first widely used during World War I (1914–1918), and now figure in many navies large and small. Military usage includes attacking enemy surface ships (merchant and military), submarines, aircraft carrier protection, blockade running, ballistic missile submarines as part of a nuclear strike force, reconnaissance, conventional land attack (for example using a cruise missile), and covert insertion of special forces. Civilian uses for submarines include marine science, salvage, exploration and facility inspection/maintenance. Submarines can also be modified to perform more specialized functions such as search-and-rescue missions or undersea cable repair. Submarines are also used in tourism, and for undersea archaeology.
